The Challenge
A French-language school board serving multiple communities was navigating a complex set of pressures: improving educational quality, managing constrained resources, controlling costs, and responding to the evolving expectations of students, parents, and the broader community.
Leadership recognized that structural changes alone would not be sufficient. The culture of the organization, the prevailing mindsets, behaviours, and leadership practices across its 17 schools, would ultimately determine whether any improvement strategy could take root and be sustained.
The Approach
An organization-wide culture assessment was conducted across all 17 schools to develop an honest picture of the current state. Using these insights, the improvement initiative proceeded through structured stages:
- Leadership engaged in structured sessions to align culture with strategic priorities and operational goals
- Schools were supported in identifying their own priority improvement areas based on the culture assessment findings
- Initiatives were selected that directly advanced educational outcomes rather than organizational activity
- A structured prioritization process ensured resources and attention were directed toward measurable improvements in cost control, quality, resource utilization, and the experience of students and families
The Outcome
The work created a shared understanding of priorities across 17 schools where alignment had previously been inconsistent. Leadership cohesion strengthened, and the board's capacity for disciplined improvement execution grew measurably.
Schools reported clearer focus, better use of available resources, and improved engagement among staff, students, and families. The board established a repeatable approach for aligning culture and strategy that can be applied continuously as priorities evolve.
